Boy do I get it, Chrissie. I had neighbors with all-day left-outside barking dogs for six or seven years. It was agonizing (and I am a dog lover). I and some other neighbors finally had to lodge a complaint with the city. In the hearing, the noisy neighbors, a couple of attorneys, claimed they never left their dogs outside alone. After the hearing, the situation did improve.
